Luis Aboites Aguilar is an intellectual reference in the studies of water uses in Mexico. He holds a phD in history from El Colegio de México, where he is a research professor at the Center for Historical Studies. The issues he works on are taxation in the 20th century and the uses of 19th and 20th century water, particularly northern Mexico
