Graduate in Communication Sciences from the UBA. He undertook doctoral studies at the Institute of Education, University of London. He is the author of fifteen books on educational policy topics, including: Examining Educational Policy in Latin America: Comprehensive Insights into Contemporary Reform (Routledge, in press), The keys to education: a comparative study on the improvement of subnational educational systems in Latin America (Santillana, 2020) and Who controls the future of education? (21st Century, 2019). He is editor for South America of the journal Education Policy Analysis Archives. He won the Konex Education Category Award for the period 2006-2016.
