Meneses holds a doctorate in Political Science from the Central University of Venezuela and has practiced the profession highlighting his work as State Attorney Miranda and judge. During the dictatorship of the general Marcos Perez Jiménez was appointed secretary of the embassy of Venezuela in Paris and Brussels. He also worked as a journalist, which served to show his opinion on the national political task. He was founder of magazines (emphasizes Cubagua (1938) next to Juan Liscano), as well as columnist (Élite, Sábado (of Colombia), El Nacional and El Universal) and director of the magazine CAL. He was elected Chronicler of Caracas in 1965.

Meneses excelled mainly as a storyteller. Her work was awarded with the Caracas Theater Prize (1943) by Nieves Márquez's husband, Arístides Rojas Prize (1953) for The False Notebook by Narciso Espejo, Municipal Prize of Prose (1963) by The Harlequin Mass; And the National Prize of Literature (1967) in recognition to its trajectory.
