Joan E. Garcés has a PhD in Political Science from La Sorbonne and Sciences-Po, as well as a law degree from the Complutense University of Madrid. Personal political advisor to Chilean President Salvador Allende, in 1999 he received in the Swedish Parliament the alternative Nobel Prize (Right Livelihood Award) for his work in defense of human rights. He has published, among others, the following works: Political development and economic development. A comparative study of Colombia and Chile; Démocratie et contre-révolution. I troubled you chilien; Orlando Letelier Testimony and vindication (in collaboration with Saul Landau); Sovereigns and intervened. Global, American and Spanish strategies; Allende and the Chilean experience; The State and the tactical problems in the Gonierno of Salvador Allende. After the Cold War he has directed in Europe the judicial process against General Augusto Pinochet for crimes against humanity and terrorism, and challenged the negative consequences for the democratic development of society to keep unpunished crimes against humanity committed as the one imposed on the Spanish between 1936 and 1977.
