He is professor of International Law and International Relations at the Complutense University. He has been Director of Analysis and Forecasting at the Ministry of Foreign Affairs and Cooperation (2007-2009) and, previously, principal investigator at the Institute for Security Studies of the European Union in Paris. His current research topics are risk analysis, prospective, security and defense, and evolution of International Law and global governance.
