Professor of Communication Studies at the University of the Basque Country. He is the author of books like "Economy of Communication and Culture" (1987), "The market of culture" (1992) or "Industries and cultural policies in Spain and the Basque Country" (1995). The last collaboration with E. Bustamante (ed) "the digital audiovisual. Policies and strategies from the autonomous Communities" (2009). He has been Advisor to the Basque Government and one of the coordinators of the Basque Plan for Culture (2004) and the White Paper on audiovisual (2003).
