Since February 1, 2012, he has been the Third General Visitor of the Human Rights Commission of the Federal District that specializes in economic, social, cultural and environmental rights. He also served as Secretary for the Promotion of Human Rights and Advocacy on Public Policies at the same institution from January 2011 to January 2012.
He served as head of the Unit for the Promotion and Defense of Human Rights of the Ministry of the Interior from May 2009 to July 2010. He was assigned as Minister responsible for human rights affairs in the Permanent Mission of Mexico to the United Nations in Geneva in August 2006 to April 2009. He held the position of Deputy Director General for Human Rights and Democracy of the Ministry of Foreign Relations of Mexico from July 2004 to July 2006.
He served as head of the Human Rights Program of the Ibero-American University, as well as coordinator for Latin America and the Caribbean of the Coalition for the International Criminal Court from August 2002 to June 2004.
