Fernando Serrano Migallón (Mexico City, June 26, 1945) is a professor of Political Science and Mexican Constitutional Law and a renowned specialist in human and constitutional rights.

He studied Law and Economics at the National Autonomous University of Mexico (UNAM). He obtained the Certificate of Higher Studies at the International Institute of Public Administration in Paris, France. He has a doctorate in History from the National Autonomous University of Mexico.

He is a professor of Political Science and Constitutional Law at the Faculty of Law of the National Autonomous University of Mexico. He is also a professor in the Public Administration and International Relations degrees at El Colegio de México and a researcher for the National System of Researchers.
