Professor of International Law at the Carlos III University of Madrid since 1990 and Founder of Francisco de Vitoria of International and European Studies of the University Institute. Since 2001 he is a member of the Committee against Torture of the United Nations was President. Among his recent publications include: The creation of the Spanish mechanism to prevent torture (with Alicia Barley) (2009); Human rights in global society (with M. Gomez Galan and JM Faramiñan) (2011), and (as editor and publisher) volume Femicide: the end of impunity (2012). In this same Editorial published Public International Law (General Part) (42005).
