Born in England, where he studied medicine. From 1975 he was a general practitioner in the area of Camden, one of the poorest suburbs of London. Between 1998 and 2004 he was chairman of the Medical Ethics Committee of the Royal College of General Practitioners, which integrated since 1989, currently chairs the Ethics Committee of the British Medical Journal. Between 1997 and 1999 he was a member of the Royal Commission for the Care of the Elderly, and since 2004 is part of the Human Genetics Commission. Between 1973 and 2003 he led the Group on Inequalities in Health.
