In these positions, he promoted the Law of the Professional Career Service of the Federal Government and directed the elaboration of its first regulation, directed the formulation of hundreds of strategic analyzes and speeches for the President of the Republic and directed the elaboration of the Statute of the Professional Electoral Service of the Federal Government. He has been an advisor to various Secretaries of the federal government and a consultant to the World Bank, the United Nations, USAID, Booz Allen and Hamilton, and various state governments in Mexico.
