He was General Director of Foreign Investments (1974-76) and Undersecretary of Industrial Development in the Secretary of Commerce and Industrial Development (SECOFI) 1992-98.

Deputy Director and Director General at the United Nations Industrial Development Organization (UNIDO) in Vienna from 1992 to 1997.

Ambassador of Mexico to the UN G-16 (1998-10) and to South Africa (from 2002 to 2007).

Director of the Institute for Research on Sustainable Development and Social Equity of the Universidad Iberoamericana (2008-14)

Author of numerous books and articles on industry, foreign trade, foreign investment, technological development and innovation with a public policy orientation, as well as on international issues, particularly: Asia, Africa and multilateral affairs.

Since 2000, he has written a fortnightly column on Tuesdays in El Financiero.

He is a member of the Council of the Mexican Arab Chamber of Commerce and of the Mexican Section of the Club of Rome.

He is a member of the Editorial Board of the Foreign Trade Magazine of the Foreign Trade Bank.
