The political concerns laws and norms, but it also has to do with desires and affections; it not only manages societies, but also human communities. Ricoeur speaks of a State that organizes the historical community and allows it to make decisions. Thus, the rule of law leads to emphasizing the constitutional aspect when it seeks to establish the real conditions and guarantees of the equality of all before the law. It thus responds to the need to reconcile the rational (with its laws) with the reasonable (with its historical contents). It is the educating State; and the virtue necessary for its exercise is prudence in the Greek and medieval sense, as "the art of composing the technical-economic rationality and the reasonableness accumulated by the history of customs".
