Born in 1946 in Hamilton (Canada), studied and received his doctorate from the California Institute of Technology, where he worked as a teacher and researcher. In 1981 he entered the Physics Department of the McDonnell Center for Space Sciences at the University of Washington where he earned the title of professor in 1985. As a teacher and spent time visiting researcher at the Hebrew University of Jerusalem and the Observatory CNRS Paris, Meudon. He is the author of numerous articles and several books and book chapters on his research related to the empirical evidence of the theory of relativity.
