With the implementation of the neoliberal policies of water management in Mexico began the establishment of these policies in Latin America and this experience is intended to restructure the public administration of the water sector in the region. Its aim is to control the "social participation" by creating organizational forms that restrict the participation of citizens in the management and administration of water and promote the interests of the business sector
