In this book, we address the economic, political, diplomatic, and security aspects that preoccupied the Trump administration in its relations with Latin America. Through his derogatory rhetoric and celebrity-like demeanor, he diminished and ridiculed relations with the region, using social media posts and press releases that ranged from propaganda to continue building the wall on the Mexican border and his anti-immigration policies, to his remarks referring to Central America as "shithole countries." His administration also displayed concern over the renegotiation of the most important Free Trade Agreement between the US and Mexico, NAFTA, and was deeply committed to the hybrid war against Venezuela, framed within the battle against communism in the region (read: the governments of Venezuela, Cuba, and Nicaragua). This represents an update of Cold War rhetoric, which, combined with certain decisions and outcomes, reveals the existence of a resurgent imperialism. The book revisits these and other themes, transcending Trump's political and communicational aesthetics, revealing continuities and ruptures with previous administrations, to account for the historical processes and interests of sectors within the private sector and the US government that reach agreements (not without tension) on specific decisions. The way in which these interests manage to penetrate and condition the political and economic development of countries (and the daily lives of their citizens) in the region has intensified during Trump's administration, operating systematically and persistently in the conflict with the region's progressive governments. The first part addresses the strategies linked to hard power and the deployment of security forces, presenting data on the presence of US security forces in the region, military assistance, arms sales, etc., and their connection to anti-drug and immigration policies. The second part explores soft power, development assistance, diplomacy, and political relations (which ultimately connect with hard power), presenting quantitative and qualitative indicators of Latin America's dependence on the United States. It exposes how US think tanks shape and construct Latin America according to their interests, manufacturing opinions and consensus for or against specific governments and political processes in the region. It also details how lawfare (political warfare waged through the courts) operates to destabilize governments, cripple economies, and undermine the transformative potential of progressive politics. Finally, it summarizes how these factors converged in the coup d'état in Bolivia (November 2019). In the third and final part, aiming to account for the complexity of the geopolitical landscape in the Trump era, the book examines the presence of Russia and China in Latin America, their economic, diplomatic, and political strategies, which the U.S. has publicly declared dangerous, given that they operate in what it considers its "backyard," and thus label them "threats to national security." The book concludes with data on strategic resources in the region, presented as a key element in the current geopolitical dispute. This work addresses U.S.-Latin American relations from a critical perspective, using accessible language, maintaining rigorous data analysis, and prioritizing the reliability of sources. This is a commitment to questioning the opinions of think tanks and expert voices, both from the US and Latin America, that reproduce hegemonic thinking, reinforcing the idea that the best and only possible system is neoliberal capitalism, disqualifying any form of organization that questions this order.
